Issued by Zvi Werner, who immigrated from Vienna, Austria in 1934. In 1935 he founded Cafe Warner on Herzl Street in Haifa, where, according to the theories, the tokens were used as a substitute for small change that was out of circulation or for the waiters to make calculations.
